If your still is "overflowing with seeds", perhaps you've hit the cap on seeds?
Once you have 200 or so seeds, they stop spawning until you're back under that limit.

Also, if you don't have them in a stockpile are the seeds going to rot on you?

This may be the culprit, though at the moment I have > 200 seeds. I had assumed that the maximum had changed because of this.

In any case I'll see what happens when spring rolls around.
