I have no idea if you can actually play as Monaco or not, but there are so many nations, especially in Melting Point, that I would not doubt it.

(But seriously, in each of my games as Illinois, I have been DOW'd be Iowa, Indiana, Kentucky, Michigan, and Minnesota within the first several months. I think that this would be very interesting to play through.
