So I heard some time ago that the military would tantrum as they cannot put their clothes on with armor on? How can I avert that for my military in future?

Not. Occasionally kicking them out of the military untill they put some pants on seems the only solution. I've only had problems with pants though. Steel high boots work fine for boots and unless you set replace clothing they do put on shirts, but somehow they have a problem with pants.

my military used to have clothes, then they became !!clothes!! after a firebreathing forgotten beast.  But then the clothes burned off and the military guys didn't take any damage because of the steel armor.  which was awesome.

Just set them to be out of uniform whilst off duty, and allow them to have off time with the schedule.

...It's pretty much exactly the same as previous versions.
