I think children of tame creatures inherit the fortress civ.

Tamed kobolds should lay eggs, hatched whelps should be reliable?

Sapient eggs are collectable and edible regardless.

"Egg" and "child" are discrete entity types.  Just put a stone nestbox in the kobold den, and chow down.

See, it's ironic because you want to eat kobolds.  But by default, Elves are the only race that will eat sentient creatures.  But you wanting to eat kobolds, you're acting just a bit elfy, but in all the right ways.
