How do you remove it, and can it be removed post-creation?

It is a creature tag that can be removed from the raws without a regen. Or you can add a syndrome that removes it from your character based on the vampire interaction, but you'd have to either regen or replace a syndrome and possibly an interaction s well.  And the syndrome would need to stay the way you modded it, if it's part of an interaction that woud need to stay as well.

Add the token [SKILL_RUST_RATES:NONE:NONE:NONE] to the creature raws.
It -should- do the trick (Never used/tested this specific tag by myself, its taken from the wiki)
