I disagree: Your solution only solves issue 1 adequately; for issue 2 it ends up attaching essentially meaningless information in places it doesn't belong.

By keeping the two issues separate, as they should be, one can solve issue 2 in a complete, effective and atomic manner, whilst deferring a solution to issue 1, or even using the solution you propose here.

The core of the matter is that you are proposing for clothing to select gender; which is incorrect; gender selects clothing. Or, to rephrase further:

Two mechanisms are necessary, but they need not interact, because they aren't actually related:

One to tell creatures what they CAN wear;
one to tell creatures what they SHOULD wear.

My suggestion here only relates to determining what creatures SHOULD wear. Improvements to mechanisms for determining what they CAN wear are necessary, yes, but they don't relate to this suggestion. And when two things can be treated independently, as a general rule of thumb, they should.
