1. Does it have any potential applications —that are not immediately lethal, full of side effects,potentially genocidal, ecocidal,or omnicidal?

They technically would mine faster, but only because the miners will be able to walk to the next square a tiny bit faster (adamantine won't weigh them down so much).

It won't make any real difference though, might take an extra few secs off if you mine a whole z-level.
Actually they would only make a difference if the tiny amount of weight was enough to change their encumbrance level. Elsewise they will travel at the same speed because as long as a dwarf is strong enough to be unencumbered then their walking speed is unaffected by what they are carrying. (Think of it this way, will you walk slower carrying a textbook vs a paperclip? No. You will walk the same speed since you have "extra" strength in both cases.)

is that how it works in dwarf mode?

cause in adventure mode, even the slightest things slow you down. not by much, but they do.

The wiki claims strength increases the speed of dwarves even when carrying nothing.  Either any weight slows you or the "encumberance limit" is less then the weight of the average dwarf. 

Think of an adamantine pick as a military weapon that can also kill rock.
