There is no 'beak' tissue or material type.  What you have there is a body part that was probably severed in a fight or something.  It is probably too small to be butchered, so there's nothing you can do for it.

If you do find a beak large enough to butcher, you'll probably just get bone from it (the beak body part only has bone for a tissue layer).

Well according to the raws it should be 100% made of bone, not sure if that makes it a butcherable skeleton or anything.

I think it's the way towns develop now. In the beginning, people move into a town. Then they start producing tables, which results in more and more tables. Soon tables represent a significant portion of the population, they start lobbying for new laws and regulations, putting people to greater and greater disadvantage...
Link for full quote. 'tis mighty funny.

Some "Giant Magpies" were annoying my workers and one of them that was carrying a crossbow decided to shoot them down, one of the bolts knocked away in an arc a "Giant Magpie beak" that later was hauled to my "Refuse->Bones" stockpile, I don't think it got butchered (not 100% sure, though), I'll try to make some crafts with it...

And indeed it shows on "body parts".

It needs to be butchered before you can make anything out of it.  If it had been butchered, it wouldn't be a "Giant Magpie beak", it would be "Giant Magpie Bone".  If it hasn't been auto-butchered, it's probably too small to yield even a single unit of bone, so it's useless.

yet, it ended up in my refuse stockpile that only accepts bones, when I have another one for corpses and bodyparts.

Interesting.  Perhaps it's because the beak only has bone as a tissue layes, so it's counted as being an object made of bones even though it's not a stack of bones.

I tryed ordering a butcher job,  it failed...
I ordered bone decorations, forbid every other bone except for the beak and the bone craver grabbed the "giant magpie beak" and an "(iron drum)" that I got from my last caravan buyout and made an *<iron drum>*  that menaces with spikes of "giant magpie bone" or something like that...

So it's a bone after all...

I guess it's the same as when you drop a creature 10+ z-levels and it explodes into tiny little bits, that you get usable bones of otherwise unbutcherable creatures like goblins, elfs, trolls...

Maybe we could repeat this by capturing a giant bird whatever, stun it somehow and drop it while it's stunned (so it doesn't fly and saves itself) so it explodes, maybe then you can realiably get the beak...
