The absolute number of pregnancies, babies, and children that are allowed in your fort before additional pregnancies are forbidden, and the number of same expressed as a percentage of your adult population before additional pregnancies are forbidden.

So, for instance, with the default 100:1000 numbers, as long as you have fewer than 100 babies, children, and pregnancies, the first of the two won't take effect, and as long as you have fewer than 10 babies, children, and pregnancies per 1 adult, the second won't take effect. Practically speaking this never happens, so those numbers are effectively a setting of "none." With a more sane 25:25 setting, you'll not get more than 25 young through births, and you won't get more than 1 child per 4 adults, meaning that no more than 20% of your population will be immature (4 adults could support 1 child, so that's a total population of 5).
