Dorfs not using Dining Room ("Lack of chairs")

Hey everybody!

I've been having issues with my dining room:  no dwarves actually think it IS a dining room.  Apparently.  They like to sift through the barrels and pots in the storage area, eating there on the floor instead of the wonderful rock salt chairs and tables that are just a few feet away.  When looking at their thoughts, every dwarf seems to be complaining about a "lack of chairs."  Help?

A few suggestions, though I don't know if any are applicable.

- Make sure you're dining room is set up as a dining room and not a throne room. I've accidentally made it a really big study once.
- Make the tables aren't forbidden or marked for dump. Toady fixed forbidding built structures through the stocks, but I think you can still do it with designations or individually.
- Make sure your burrows don't restrict the dwarves from the room
- Make sure the doors aren't forbidden

Thanks for the replies.

To answer some of your questions:
    - 3 of the tables are set up as "dining rooms";  two of the three up top are assigned to nobles, and the one in the bottom left is assigned as a meeting hall that includes the whole room.
    -  I only have one burrow so far.  It includes the entire inner fortress, and no one is set to it right now because i only use it during fun times.
    -  No doors or chairs are forbidden.  Just checked.

Do I have to assign every single table as a dining hall?  Are my nobles' tables overlapping with the meeting hall screwing things up?

Welp.  I unassigned the 2 overlapping noble tables up top, and everyone promptly walked in and started eating.  Dorfs hate hoighty toighty nobles, apparently.

More than likely, the noble's room counted as "this furniture is owned, no public use" and overrided the normal dining hall "this is public" designation.

Also keep in mind that dwarves drink from the stockpiles, not from the dining hall, unless your hall happens to have a stockpile as well.
