you said you were using an aquifer, since aquifer layers are naturally filled with water it may mean the game handles them differently.

Ive used pools, aquefiers, artificial resivoirs. However..i believe i filled them by channeling, not buckets. This may be the difference.

I actually remember doing the exact same things, that's why this is perplexing me. Did you do it in 34?

I believe so since that was the last time i played, soon after the 34 release.

An old fort with an artificial water source does not have fish but was successfully designated as a zone, it's possible that it takes time for fish to appear. When you made your artificial water was it instantaneously fishable?
