Depending on your fortress type - I find having a long perimeter with fortifications coupled with archers on a patrol route levels them up fairly quickly.

Just stationing them near the trade depot and/or the entrance can work pretty well if you have some local wildlife that likes stealing things. Of course, if you've got a perimeter wall and strong gates it's possible to treat your first goblin ambush as a live-fire exercise.

Oh, and one other piece of advice. If they're engaging from behind fortifications then all the armour they really need is a breastplate and a helmet; crossbow bolts that hit them in a limb are unlikely to be fatal unless they get infected. A backup weapon of some sort is nevertheless a wise precaution.

My archers don't train.  I'll do one of two things, depending on my migrant skills.  One, I'll peel off all the hunters with established archery skills, and stick them in the Marksdwarf army.  Alternatively, I'll just pull off a bunch of dwarfs and let volume compensate for the lack of skill.

I'll then have that army patrol an elevated, fortified position with a moat surrounding the level below.  Generally they gain plenty of skills shooting wildlife that stray too close to the fort.

I had a hard time getting any training going, until I realized I was setting up my training schedule for the Active/Training alert, when my fort was set to the Inactive alert.  Now my fortress is a dwarven-steel-powered goblin bone factory.
