[UBIQUITOUS] just means that they can't be pushed out of those biomes that they have the biome tags for. In the case of giant desert scorpions, this will mean that every single desert will have at least some giant scorpions in it (it does not mean that they appear everywhere!). Without this tag all of the potential desert creatures are thrown into a pot and only some are selected for each desert, meaning you could potentially have a desert without giant scorpions. With this tag giant desert scorpions are chosen before it goes to the random selection, meaning that you are guaranteed to have them in every desert.

This of course has to be changed prior to world gen.
