So i'm trying to get all my dwarfs to come inside to stop them all being slaughtered and apparently the way to do this is to create a burrow that can be activated when needed. Unfortunatly everytime i create a burrow and assign dwarfs to it they cancel all jobs and just stand there even when it's inactive. Is there anyway around this so they only go there when i designate the emergency setting of the burrow?

Don't assign specific Dwarves to your burrow then. When you need to pull all of your civilians inside, just set the civilian alert to active, and they'll all abide to the selected burrow(s) by themselves.
