You could just make it an adventure mod mod.

I don't know about anyone else, but I can't really play adventure mode over and over like I can with fortress mode, so I'd really like to make this compatible with both.

Imagine being sieged by the military with almost no hope of survival, your food supplies are low, and you're almost out of vodka. Suddenly, a pack of bloodsuckers appear and they tear each other to shreds, leaving you to mop up a few survivors.
Conversely, imagine sending a few S.T.A.L.K.E.R.s to chase down a bandit who just snatched a child. They almost get there until they blunder into an anomaly. Goodbye, S.T.A.L.K.E.R.s.

I want this mod to be double edged in that it can help and hinder, depending on the dice god's whims.

If you somehow made a custom world with loads of caves (and i mean LOADS) you could still explore. But otherwise, this mod sounds good, give it a go!
