Just confirming i'm screwed.

Merchants come and die to a zombie hoard.  A merchant guard reanimates and decides to storm the fort.  He dodges off into a volcano and returns as a ghost that can't be slab'd.  Screwed, right?  Can anyone recommend a way to put him to rest (or utility to remove him)?

This is my first mega-project and i have no doubt that other merchant guards will become ghosts.  It's only a matter of time before there is a gang of murderous ghosts roaming the fort that can't be memorialized.

Don't hope, use burrow restrictions to make sure he can reach the ghost and nothing else.

Don't hope, use burrow restrictions to make sure he can reach the ghost and nothing else.
It shall be done.  I'm VERY short on dwarves (1 in 5 migrants make it to the fort).  But i'll try it on the children.

Dwarves passing by get good thoughts from the mist of water and exploding felines.
Anyone of the equivalent to the royal bloodline in a nomadic group would have a sun tattooed on their hand, or a scrotum on their forehead (it's a little-known fact that fraternities are based off of long-forgotten tribes).

In yesterday's development log, Toady said:

Neither of those looks like it will fix the problem for ghosts of merchants or their guards, but if he was fixing those ghost issues yesterday, hopefully he's working on other the other ghost issues today.

I think DFhack has a ghost-fixing utility, just look for the pre-.06 release someone posted.
