Is it possible to start a war?

I recently created a small dark world where it seems the goblin groups have been dominated by an elf or dwarf leader so it looks like one of the two dwarf civs when you start actually have a goblin city as part the civ.  I have never seen this before and now I want to mess with them, even if they are lead by a dwarf.  Is it better to start as part of the civ with the dominated dark fortress goblin civ and then attack the caravans that arrive or is it better to start as the other dwarf civ?

Can't get into a war with dwarves in an unmodded game.  Caravans are aligned with your home civ, so attacking them will lead to a civil war (all your dwarves will kill each other).

You'd think, but you need to run DFHack's "fixdiplomats" for it to work.  Currently in vanilla, humans and elves will become upset with you, but they have no diplomat noble and thus they have no way to express their anger.  Once you run DFHack, the liaison will arrive and say "fuck you" and then begin warring.  Elven diplomats will demand that you don't cut trees as well.

At least that's the idea.  I think humans are still reluctant/impossible to declare war, I haven't tried it myself but that's how it's supposed to work.

I'm not 100% sure why, but the humans just laid siege to my fort in a vanilla 34.05 game.  The only thing I can think of is that they lost some of a caravan to a goblin siege and blamed it on me.

Humans do send diplomats in vanilla 34.05.  They don't send liaisons, but they do send diplomats.  If the diplomat dies, they'll declare war.

Elves don't send diplomats in unmodded DF, so you need to mod the raws or use the "fixdiplomats" hack.

Oh they do?  I try to avoid barons (which are needed for diplomats/liaisons) so I haven't done a lot of research into politics.

They do in 34.02 as well. I've killed loads of human diplomats and now have the pleasure of occasional human sieges.

Tangent time!
I once burned a caravan where a trader slipped through the not-quite-closed trade depot floodgate with his head on fire. He set fire to the whole world then had the good sense to dive into a nearby pond, which he sat on the bottom of for the next year or so. He had no head fat left after that little incident.
He didn't seem to mind though, just sat there in his pond watching the world go by.
I eventually got bored of him and set my military on him.
Shame that. I kinda miss him now.

Oh yeah, and don't send your military to attack dwarven caravans parked on the map edge waiting for a depot to be constructed. After killing the merchants, your dwarves will turn upon each other. I think there must be something screwy with the faction system there.

Remember that bunny demon human diplomat I may/may not have mentioned a few weeks ago? No? Well, it did happen, and it was a rather recent version, and it was really cool. He greeted my baron heartily and then sat at his desk and conversed for days. Then he just left and got erased from existence.

I'm still running an unmodded 31.25 fort and had something similar happen recently. There was no clear trigger event but I got two or three human sieges in as many years, but they seem to have stopped for now. The siegers behaved oddly, not swarming toward my fort entrance as goblins and trolls do. I sallied out to engage them once and just ignored them the other times, with no ill effects.
