Dwarves won't pick up fish

This is my first time embarking next to an ocean and I hoped to get a lot of fish that way leaving my farms for booze production. The problem is that my fisherdwarf drops the fish after catching them and then they're just being thrown around by the waves. They are not forbidden but the dwarves still won't pick them up.

Do you have a fishery and all the fishing labors enabled?

Yes I do and fishing works fine the problem seems to be with item hauling

Make sure you have room in your food stockpile (and a barrel or two empty just in case) and also check your orders.

You may have prevented them from picking up stuff from outside.

Most likely this. {o}rders->{R}efuse->Dwarves ignore stuff {o}utside is the default when the fort is started, so use the keys(in the {} brackets) to set them to get the stuff that is outdoors.

Everything is enabled from the orders menu and  and my food stockpile is almost empty. Alse it looks like the problem is only with the ocean because fish from a murky pool next to my fort gets hauled just like it's supposed to

That fixed it. I didn't know that raw fish counts as refuse.

Edit: I'd also like to know that is fishing in the waves dangerous for my fishers with no swimming skill?

Fishing is catching vermin from water. Dead vermin are refuse, not corpses.

sounds like ideal to train swimming, let them get tossed around by waves.

Not quite.  The Fishing job results in raw fish items, which are food, not refuse.  You don't need to turn on gathering of refuse from outside for your fisherdwarf to return fish he's caught.

I have noticed that it can be very difficult to get dwarves to store items which are being pushed around by waves.  A dwarf tries to go and fetch the item, but before they get there a wave hits the item and moves it.  The item being moved causes the dwarf to cancel the job with an item lost or destroyed message.  Then another dwarf tries to store the item again, with the same result.  Sometimes I just end up forbidding the item to stop the pointless spam.

Yeah, you should see my latest fort it is structured around training fish to swim. Lots of casualties for the dwarves so far. It may almost seem that it would be wiser to have the fish teach the dwarfes to swim, but no amount of intimidation has successfully coerced the fish.
