Towns and Forest Retreats

I've got an embark with the following neighbors:

Town
Forest Retreat

I'm not seeing these show up as neighbors, even if I try to embark right on top of a town or forest retreat. My current civilization isn't at war with humans or elves. What am I going to see if I embark here?

They are Necromancers strong enough to take over a human town/elven forest retreat but lacking the 50+ zombies necessary to go out and build a tower.

So if there's a tower within range as well, I should expect massive amounts of zombie fun?

Oh yes, undead fun abounds.

Also I've never done it myself, but I believe that others have mentioned that the necromancers and zombie from different areas will fight one-another.
