Reclaim gives random # of settlers?

My first reclamation had 14 in the party, my next one had 7...what influences the number of settlers on a reclamation?

I think it's influenced by the size of the map you are reclaiming.  I occasionally increase the size of the map, and when I reclaim that map, even off of a false start where I did nothing except die, I've gotten nearly 80 dwarves.  This means I usually run out of food very, very fast.

It's based on total value, where natural land counts toward architecture.

It doesn't seem to be consistent, though. I've had situations where I abandon a fortress, reclaim, and it hands me 50+ dwarves. Then I try again (either from the same save, or by reclaiming, abandoning again, and reclaiming again) and it gives me 7, or 14.

Reclaiming auto-forbids everything... maybe that lowered the value from a 50-dwarf force to a 14-dwarf force.
