So I've got used bolts and the belongings of chopped up goblins littering the entrance of my fort.  I'm trying to build a road to my new indoor trading depot and shopping mall, but my minions aren't dumping the stuff marked that's in the way.  They keep suspending the construction of the road.  I've got refuse hauling turned on for everyone, and they're supposed to gather refuse from outside, but the stuff marked "dump" is still sitting there while I've got over 30 idlers.  

What's the deal?  Why won't they move the stuff?  Is it a bug?

First, used bolts are forbidden by default.  'd' 'c' to claim them back.  Single bolts are problematic because dwarves put only one stack of bolts into their quiver.  But a single bolt is "a stack of bolts."  Dwarves don't touch forbidden fruit.  Or bolts.

Second, dwarves don't dump stuff that's outside unless set to pick up refuse from outside.  Check the 'o'rders 'r'efuse 'o'utside setting.

Third, dwarves don't move stuff off that's due for dumping except to dump it.

To clear out the used bolts, you can unforbid (k to view, f to forbid) each one, and then set it to be dumped (d) to the garbage zone (i to set zones).

My dumping zone is close to the trade depot, next to the craftsdwarves ... so when traders arrive I unforbid the single bolts again, and them select them to be hauled to the Depot. (Not worth the effort really. Bolts sell for like 35 apiece or so, and the haulers could be busy doing something more valuable).
