What decides follower cap?

I guess thats the way to word it. I want to know if there is a way to increase the maximum number of followers i can get once i max out the normal 19-20 of them. I want to have a horde follow me around. :D

Social awareness influences your maximum number of followers by a little, but AFAIK there's no way to raise it once you start.

Fame dictates your cap, but that's common knowledge and I think that you'll cap out at 20. Might be able to go beyond that by using zombies.

According to the wiki, increasing your social awareness by one increases the maximum number of followers by one.
Empathy might also have some influence, but I don't know of any clear results.
