You say that as if it's very hard to build a bridge, a pair of floodgates, a pressure plate and a fortification and link them to a water source.  I build an entire line of repeaters at once against a map edge (for the drainage fortification) and wall off the access doors once I've linked them to something.

If you like repeating spikes to a single lever and set it to /R then it will repeat very very quickly - and WILL repeat.  It doesn't get stuck.  If you link multiple levers up to the same spikes, THEN they tend to get state-locked.
