A question on military alerts

I setup my woodcutter to leather armor
hunter to archer

the woodcutter is the militia commander

If I have Military Alerts set to Inactive with both squads active, my militia commander goes to individual combat drill
If I have my military alerts set to active with both squads active under inactive, same thing

I don't want them to do anything!  What am I doing wrong here?  I had them assigned to the militia cuz I had an early bug I needed to squash, but I don't want to have to remove them.  I just don't want anyone training right now.

Update:

Setting to active/training with only the hunter active (which means the forester/militia commander squad is active under the inactive screen did the trick).

  Set alert to active/training, but put squads active under inactive row.

A less confusing way is to press 's' to open the squads menu. Press 'a' to select squad 1, 'b' to select squad 2, etc... Press 't' to toggle through each schedule. you can change it from inactive to active/train or any other alerts you have created. If you want civilian workers who wear armor, turn on the active/train until they get equipment, then turn it back off.

Ye, I couldn't properly figure it out without cancelling all existing orders thru scheduling.

BTW combining hunter/miner/woodcutter with military results in Bad Things. Bugs with their uniforms basically, they conflict with the jobs.

What the problem seemed to be is some units would be stuck in individual combat drills even when disactivated (alert wise).  Maybe I'm losing my grasp on how scheduling works.

You can't just have military dwarves doing nothing. If they are motivated (personality-wise) and have no other tasks to do then they will individually train. Also hunters/miners/woodcutters cause lots of bugs/problems if you put them into the military.

saw a thread from DF2010 that claimed to have workarounds involving assigning 2 picks to miners and 2 axes to woodcutters.  Haven't tried to replicate this however.  Part of the workaround involved getting dwarves to become attached to their weapons, but i'm not certain that was a necessary part of it.

this is the 1st i ever heard of this bug.  Where is it referenced?  It was addressed between versions?

It's been addressed as a uniform bug and crops up quite frequently on bay12, I don't see it getting fixed this year, so we'll have to wait and see
