Plants in houses

As I'm sure many of you have noticed, there are occasionally bags of plants inside people's houses.  The plants are apparently free for anyone to take.  Oddly, I can't seem to pick up these plants if I drop them anywhere.  If I 'l'ook at the space where I dropped them, I can see them in the list of items on that tile, but I can't pick them up or do anything with them.  They also don't show up on the tile, so the only way I can know they're there is by remembering where I dropped them and 'l'ooking at that space.  Has anyone else noticed this?  It only seems to happen with the plants in the bags; plants that I buy work normally.
