General Imports Store. Or market, if you can stand it. But they're very uncommon.

I'd reccomend searching the piles of loot treasure rooms of local castles and forts - that's where I've found all my spare backpacks.

god i must be the luckyest guy in this post! a have a lp (which i have a very successful loot find) with a char. dressed in almost all iron and useing maces! I get so lucky on finding a few dungeons near the town i start out in, i guess im going prty good, to bad i have to update..... ill miss that char.

My last adventure I found a general imports store that had about 6 pages of quivers for sale, as well as an armor shop AND a weapon shop.  Of course, the 5 adventures before that I always embarked into abandoned towns...

Human tombs have many many backpacks just littered all over the floor. I usually find them even before entering the main coffin chamber.
