I had the same problem, but it worked after I tried another vampire. Just keep chuggin' that blood!

It doesn't state that you're a vampire. But you do know you're a vampire when you don't need to sleep, eat or drink and when you can suck an unconscious creature's blood.

He couldn't have become a Necro if he was a vampire; learning Secrets requires you to not be immortal already. (Why elves can't do it.)
