Dwarves aren't dumping rocks..

you know how when you mine, you accumulate a bunch of rocks that are of no frikkin use, well I tried dumping them, but my dwarves aren't for some reason. What do you usually do to separate useless rocks from the ore and gems? Last fortress I had(which was actually my second fortress, so I'm fairly new) I just went through my rock pile and Dumped all the useless rocks. I checked my idle dwarves and they all have hauling enabled. Do they refuse work when they're grumpy or something? I did forget to make a dorm room in my haste (just started the game earlier this morning). I queved up some beds, but they're all too busy hauling ore and rock.

yep, it's right next to the stone pile too, they're both on the top, in the grass (because I'm too lazy to dig out a space underground)

First off, if you need to separate useless rocks from useful, get your record keeper set up quickly, then you can mass-designate dumping at your mining area, go into stocks, and turn off the dumping of useful things.

Also yea, make sure you have a garbage dump available. If the rocks are outside somehow, also make sure that your refuse orders are set up so that dwarves will notice outside refuse (items marked for dumping are treated as a sort of refuse).

Remember that a garbage dump is differernt to a refuse stockpile, you designate it using ti "i" menue

Press 'o', 'r', 'o' to enable gathering of refuse from outside.

Remember that a garbage dump is differernt to a refuse stockpile, you designate it using ti "i" menue
yea I know, a refuse pile is for dead stuff, a garbage is for whatever I decide to put in it

Anything marked for dumping is treated as refuse, so what Sphalerite said.
