Shops have no shopkeepers?

I've gone to several stores, but not a single one has a shopkeeper, meaning I can't legally buy anything, and I'm not sure if I can get away with theft. Markets seem to be fine though, for some reason. Am I missing something, or is this a glitch? Is anyone else having this problem?

Might depend on the time you're there, also make sure you look carefully, the icons of items on the shop floor might be obscuring the icon of the shopkeeper.

Youshould go into the back rooms.THe shop keeper will sometimes hang out in their bedrooms. You can still trade to them though.

The shop I'm mainly concerned with (weaponsmith's) has no back rooms at all. I slept in there until dawn and no one appeared, I thoroughly checked every tile, still nothing. It seems like I'll have to resort to thievery to get that «-iron two-handed sword-» I've got my eye on. Will this instantly make everyone in the civ try to (literally) rip my head off?

Nope, you can steal with impugnity if nobody spots you. Of course, you can't fast-travel out of town if you do, but nobody will slaughter you on the streets for it.
