Stuck Construction/Work

I have a mechanics shop I've designated for building, but my dwarves just are not building the place.  I've even cleared the other jobs where they just stand around doing nothing and deleted the building then recreated the building.  Any advice?

Do they have a path for it, do they have a path to the material, do they have the Mechanic job enabled?

Do I need a quern for the mechanic workshop? 

I dug a second whole to the surface from my fortress... I built some walls yet worry about flying creatures.  Advice?

You do not need a quern. Try making a mechanic workshop in your meeting hall. If they build it, then your dwarfs has no path to the original one. If they do not build it, then you do not have the mechanic job enabled.

Thanks!  I was missing the mechanic skill.... hope future versions have more clues/advice when jobs are not being done.

Dwarf therapist helps when assigning jobs, but not noticing when buildings have issues being constructed.

If your dwarves can't access the site, you will get the following when trying to build something:

When you do set it to build, but nobody is currently tasked to build it you will get this:

When someone is finally tasked to build it, you will see this (notice the missing "construction inactive"):
