normally i wouldnt give a shit, but he's my doc.
he wants and has metal, stone, gems, blocks, and bones.
he WANTS cloth thread, tree life, and cloth thread.
I have all FOUR types of thread, no less than 20 of each, none is forbidden and he HAS a path to it.
I also have four different kinds of logs, some aboveground, and some below, none forbidden, HAS a path to all of em.

what gives?

he wants cloth, not thread. Check his preferences to see if there's a plant or something he prefers

Preferences do not affect his pick by denying same-item materials, just that the dwarf would pick that material over others of the same type.

Cloth goes into three main categories:
>Plant Fiber
>Silk
>Yarn

The first is made from plants, the second can be gotten from Spiders, the third from dead animal spun hair. What types of thread do you have, and types of cloth?

Try getting all of the above, as they don't say exactly what type of cloth they need.

It's possible he wants another block &/or gem before he goes & picks up the cloth/thread. Or he wants that log first, assuming you have logs he can get to, ya?

If you've got dfhack, run the "showmood" plugin and it'll tell you exactly what he wants (and if that command isn't available, then go download the latest dfhack release from the thread in the Modding forum).

ok, ive gone and looked at my cloth stocks because of the idea that he might actually want cloth and not thread.
we have silk, wool, and pig tail cloth. could he want candy cloth?

as a result, i pumped out 2 of each kindof cloth and completed the mood, resulting in the VERY FIRST piece of worth a shit artifact armor; a candy breastplate!
