HEALING_RATE in tissue templates?

Has anyone figured out how this works?  I'm trying to mod a tissue type to heal fast for an animal, since animal caretaking doesn't work.  Don't know if higher or lower is better for this, and what the range is.

Nothing in the wiki on it.

lower is better (most soft tissues have 100, bones have 1000 - slower).
The best possible should be, I think, 1.

Also tissues that have [SETTABLE] or/and [SPLINTABLE] will not heal until treated (only through violent abuse)

EDIT:
So bones in animals if broken may not heal, even with a healing rate of "1"
