You can meet this mandate for pig iron items by making pig iron bars.  Of course, you need iron, flux, and charcoal to do that.

Indeed - the page for Mandate says "Making metal items includes smelting ore to create metal bars of that type, notable for metal that can't directly be made into anything: pig iron and bismuth".

No.  That doesn't produce a pig iron item, it just adds decorations to some other item.  Making pig iron into steel doesn't count either.

I suspect that if you modded in a reaction that took a bar of pig iron and resulted in a bar of pig iron that would count.  Name the reaction 'show the stupid noble that we do in fact have pig iron bars' or something like that.  Can't do this in an already created world, unfortunately.
