Problems with Water Sources

After I was attacked by an Elven ambush I had set up a hostpital zone to recover the wounded, but for some reason the dwarves refuse to recognize the available water sources. I've tried removing/recreating the hospital zone, and none of my dwarves are restricted by burrows. I have some screenshots of what's going on. Am I doing something horribly wrong?

The game identifies the brook as a water source, as well as an unseen pool of water.

All of the booze barrels were being used and this dwarf is even drinking from the brook.

First - you don't have enough booze by far.  If your dwarves are drinking water of their own free volition, it's because all the barrels of booze are in use.  Only one dwarf can drink from a barrel at a time, so you should aim to have at least as many barrels (not units of drink, each barrel can hold 10+ units of drink) of booze as you have dwarves.

Secondly, dwarves can't give water to injured without buckets.  It helps to have a well too, but they should gather water from a water source zone without it.  I suspect you have too few buckets for the number of give water jobs that are being queued.  It's also possible that all the water source zone tiles were in use at the same time, which is why you'd be getting 'no water source' errors.  Make your water source zone as large as you can for now.
