Yes. Ice may melt eventually, even in really cold climates; having a road over it when it melts could get very ugly. Your dwarves are smart enough to avoid this... just build a bridge instead, it's not that much more difficult.

Plus, ice that supports your dwarves might not be strong enough to support a heavy stone road.

Uh, this isn't river ice. It is the whole-map-is-covered-in-it continental ice. Do bridges work on that? I'll try it.

Did you try designating a "Dig" area in that sort of ice? it may work, but it's been a while since i played on a perma-ice map.

3 wide bridges to your depot should let you trade with the humans. It probably won't let you build roads on any kind of ice, and there could even be some weird behavior like allowing channel digging or something strange... some of those functions didn't really see the addition of the glacial map properly.

You can build a road on the ice... just not in large chunks. I had to fill in a few gaps with 1x1 road blocks, but i got it done eventually.
