precisely, he is wearing a pig tail cap and a steel cap, he's holding another steel cap. is that intentional?

Isn't this part of the "space" mechanic where several articles can fit on a single body slot(like upper body, arms, head...)?
Although I do have trouble with a Sheriff who refuses to let got of an iron plate mail in his left hand, even though he's already wearing one. I wonder if he ripped it off some luckless recruit...

The wiki armor page explains the first part, but not the holding part.

Does anyone else get irritated when you have steel caps and steel helms abound, and the guys walk around with a pig tail cap and a steel helm and will not ditch that cap ever?

dump, forbid... even when the cap wears away, I generally don't see them trying to replace it with armor.

Are they designated for plate or chain armor?  I think caps and helm are referred to as different armor levels, like shields and such.

Perhaps he has been watching too much Mexican Dwarven Wrestling and has adopted the style. He may look quite intimidating in the ring with his hood and 2 caps combined to form a gruesome spectre of destruction for his foes to face in the octogon!

Maybe you should build him a wrestling arena.
