Dwarf cancels activity - Forbidden Area

I first thought about putting this in the Suggestions area, but I'm pretty sure it can be counted as a bug. If I forbid my dwarves from going outside and don't lock the outer doors for reason or another, they keep running outside, then turning back at the point where sunlit squares begin. It is very annoying, because it means half of dwarves are running back and forth at the main entrance trying to go claim stuff from corpses or the like. Combined with the new goblin ambushes it is especially annoying. I think forbiddance to go outside should prevent outside jobs being generated, not just forbid the dwarves from going forward from a certain square.

We all agree, except that the inside/outside distinction is weird now that we can build towers; really we should be able to set up zones.  As a workaround, you can 'd'esignate to 'f'orbid everything outside.  But you need to do that every time any goblin drops anything.

As another workaround, if you have a long entrance hallway you can also build some (roofed) skylights at the inner end, so at least you're dwarves will stop there and not run to the gates...

Be careful though, once something is flagged as outside, there is no turning back...

The "Forbid dwarves from going outside" order should stop jobs outside from being created, not just canceling them when the dwarf gets out.

Also, there should be two additional designations: a "forbidden area", which works like the "forbid outside" order but can be used inside, and an "allowed area," which is placed in outside areas that will still spawn jobs when dwarves are "forbidden to go outside."
