There's no option for it.

I'm guessing this is a bug?

This was in the old version as well, and yes it is stupid.

Champions are so great ("This champion need not work"), you can't boss them around.  That also means that you can't assign him dogs or move him from the Guard into your army.  Also champions and elite soldiers seem to ignore the stay inside order (not that I have a problem with that, he single handedly sent all the gobbies packing).  But yeah, you should still move him between army, city and royal guards and give him dogs, despite his status he is still an underling of the Dwarven Kingdom.

Also be nice if I could change their armour and shield prefferences, so I can get him to drop the common copper and then grab the rare steel plate armour I made for the high-enders.   :(

You can do that via the military screen.
