Mayor never goes into No Job

http://www.bay12games.com/cgi-local/ultimatebb.cgi?ubb=get_topic&f=6&t=001801  is sort of related.
My Mayor never goes into No Job, but instead into Conduct Meeting. Since he still switches to any job available as if he had No Job, this might seem to be fine, but
1. when he has nothing to do, he just stands around instead of going to a meeting area or something
2. he can't conduct meetings. Presumably because you can't conduct two meetings at once, regardless of one of them being imaginary.

I believe this started happening after a liaison or other diplomat didn't leave properly.

Addendum: this human diplomat and his two swordsman guards have been in the fortress for like a year now and aren't showing any ill effects.

I'm having a similar problem - the Mayor never goes back to "no job", he goes to "Conduct Meeting" without any other attendees.  Its been going on about 2 years now - I'm starting to have happiness problems because dwarves cannot find someone to compalin to.  I've tried drafting/undrafting - he goes back to the endless meeting.  He will complete any task assigned, including trade brokering, but then returns to the meeting.

Curiously he keeps getting re-elected even though he meets with no one.

I think it's time to install, *ahem*, "plumbing" into his room as a work around  :D

This happened to me too, in [33g]. Merchants came, he "conducted meeting" but then ignored them, no trade negotiation screen popped up. I murdered the trade delegate  (whose bodyguards then left) but the mayor is still stuck in an endless "conduct meeting". I really dont want to murder him either, he's legendary in so many things  :(

The answer's I've heard are usually Kill the Mayor, Kill the Diplomat...  I already killed my Ex-mayor who hit that bug, and the Liason, (He was in my Fortress for like 3 years and no ill effects, I think they started the meeting then it was interrupted by a siege.)

Conduct meeting doesnt disrupt the mayor from any other job. It's like idling, but with a diplomat.
