Wounded Soldier not being hauled, is starving to death

Is this a bug? A marksman of mine got crippled in the foot by enemies; after the battle no one is hauling him and now he's thirsty starving and very unhappy laying in the middle of the map while other dwarves don't even touch him.

I have 200+ dwarves most with wounded hauling enabled so this shouldn't happen!

Anyone care to help?

Yes, like I said, my fortress functions like it's supposed to be.

Anyway, that soldier eventually turned unconscious and somehow because of that they hauled him off to the hospital finally.

Actually, you didnt say that.   And if anything, your average reader is going to assume that your fortress isn't functioning as it should be, given the nature of the post. 

But anyhow, things are indeed functioning as they should.  Wounded dwarves do not get taken to hospital, believe it or not, until they fall unconscious.   Its massively stupid dwarfish, but such are things.

They WILL take themselves to hospital if they're still capable of movement.

one of my dwarfs got a wound that wasnt enough to knock him out, but after a while he couldnt move anymore (wound rot i guess). He stayed in his room untill he died of thirst

A good way to get your medics to notice them is to channel the floor from under them, if you can. 1 z level falls are harmless, but tend to make other dwarves notice that they are injured. If you can't channel safely, a wooden training spear trap may also make them notice. So basically, re-injure the dwarf.

Urist the Miner chisels out a perfect square into the ground with an injured dwarf in the middle.
Injured Dwarf, "What are you doing!"
Miner, "I'm calling the Doctor!"
