worn out items/dfhack

i finally went to df hack as a last resort:
i cant get the idiots to let go of totally worn down items and equip new ones.... I made spider silk pants, noone would even look at them, BUT, when a siege happened they would haphazardly claim some items from corpses cluttering the map

now, is there ANY chance my dwarfs will actually use any silk pants, socks or other items now i made them dump all the worn out stuff?

I also decided to recruit -everyone- as inactive militairy, so every civilian would at least wear leather armor.... am i missing anything, any suggestions?

No, you're not missing things. Civilians don't get dressed at present; it's a known... thing (I hesitate to call it a bug or a "feature").

do YOU want to imagine midgets/dwarfs running around the place with nothing on the body? except maybe an arrow quiver or backpack?
if the answer is yes, i dont want to know any more about it

Bugs/"features" tend to be exploitable. This is just a thing.

I think it's probably because of how uniforms work. Civvies don't have uniforms, so they don't have any incentive to get dressed.
