With the magic of transformers high voltage electricity is pretty much harmless. I put 20 000 volts through my hand once.

Would work great on car battery terminals IIRC. As for licking them, well, nothing impresses new students than being invulnerable to massive arcs of high PD low I electricity.... :P

Soaking in gasoline and scrubbing with a wire brush works quite well for taking rust off tools. Commercial gasoline has a lot of solvents and detergents for removing rust from fuel lines and whatnot.

just how bad is the rust? brown but hard can be saved, flaks is to late.
this is how i would do it,
first i bet there sized or stiff dip so it in hot water and work the action to unjam it.
grip the pliers in a vise then scrape off the rust with a , sandpapper , wire brush ,Angle grinders with a sand paper disc.
do take care when use an Angle grinder.
the odd are that you will need to use a small file to reshapen the inside.

Make sure to apply more WD-40 after you have finished scrubbing them clean, that stuff is amazing for preventing rust in the first place. Should be available at any good hardware store.
