It doesn't count as a "real" civ, but for all intents they're another civ.  They classify as "an enemy of the state" making them a sort of sub-civ of the dwarves.  As I've heard it, one traitor will not attack another, so you can effectively split your fort in half, or flip it entirely.
I just had an idea. Remember that dwarven cigar mod from a few months ago? We could combbine that with loyalty cascades to make a rebel colony!

Embark, use cigars as your only source of income, then rebel once you are big enough (100? 150?). Get as many people as possible to join the true leadership! KILL THEM ALL!

Obviously your military decided after killing the innocent merchants, that they didn't want to be ordered around by an Elite Conservative leader. They turned Liberal and decided to fight back against all evil Conservatives, the civilization they formed is the....Liberal Dwarf Squad.
"Dwarven pumps screech overhead!"
"Urist McBeatnick has burned to death!"
"Urist McHippie has burned to death!"
"Urist McTreehugger has burned to death!"
"Urist McHasEmpathy has burned to death!"
"Urist McNotConservative has burned to death!"
"Urist McHalfassConservative has burned to death!"
"Urist McArchConservative has gone beserk!"
"Urist McUnalignedChild has been struck down!"

Your fortress has crumbled to its end.

Alright... I've made a discovery. I'm not so sure it was the the military doing all the killing.  The rate of death took a sharp decline, but never fully stopped, one person dying every so often.  And when the migrants came, the survivors did not attack.  Either there was no civil war, or the rebels got oblitterated, but I favor the former.

People continue to die though.  I went from 16(after the migrants) to 8, slowly, randomly.  I finally checked the details and it was.... the horses.  The horses are killing the remaining survivors and migrants.  And pigs and ducks and other animals from the corral upstairs.  But mostly horses.  I have a horse problem.

Now, I have a hope...  Like an Obi-Wan-Kenobi level hope.  My last remaining military person was my embark sergeant axeman, who's reached legendary fighting skill from all the child-killing, or whatever he was doing....  But in the interim of then and now, I disbanded all my squads.  Now, I can't recruit this individual.  She just doesn't show up on the list.

Anyone know whats up with that?

Oh for goodness sakes.  Couldn't there at least be a status alert?
Well, at least it wasn't a bug.

"At some point the bug label could be removed, given proper treatment of the issue, but as it is, it causes your soldiers to kill your dwarves and can cause an entire fortress to be unable to function with no explanation. That's really not fun to experience as a new player. Not even "Fun" fun. Until going rebel has been expanded and allows you to still function, I'd recommend maybe not being allowed to issue kill orders on other dwarves period. Seems to me the quickest and easiest solution until the scenario has been developed more."

This occured to me because the animals belonged to a revel dwarf, who changed alignment with him. Also having tasted dwarf blood they kinda go bonkers.

I abandoned.  All I was doing, eventually, was waiting around for the game to get going again.  Too much fun for my blood.

I now wish to create a fort where everyone is a legendary axedwarf, and decked out in steel, or admatine if I can manage it! It would be a glorious blood bath!

Someone tell me if this is correct:

1 Dwarves start as members and allies of their "Parent Civilization" or "+PC"
2 Dwarves that start in the fortress or migrate to it become a part of that "Fortress Group" possibly leaving their "Civilization Group" behind them or taking it with them.
3 The starting seven could be said to be "+PC/+FG" being allied to their parent civ and their fortress group.
4 Then a dwarf betrays their civ faction, becomming an enemy and thus "-PC/+FG"
Other +PC dwarves see there's a -PC dwarf around, and attack him but don't realise they're both +FG.
5 The +PC/+FG dwarf attacking the -PC/+FG dwarf becomes a +PC/-FG dwarf, and the battle lines are drawn in the sand.

So to me, if the above is true, it would seem that the best way to "flip" the fortress into a full-blown rebel city-state would be to have every dwarf in the fortress attack a +PC member of a caravan, and then immediately and totally isolate that -PG/+FG dwarf until all other dwarves are also -PG/+FG; assuming of course -PG dwarves don't attack other -PG dwarves, assuming further that their +FG state will override their civ-enemy status, or even be supplanted by their new fortress-group-formed-civilization status

Even if a whole fortress goes rogue, or only surivors of a loyalty cascade are left, they won't be friendly to the migrants as they rebels are still rebels. The fortress is still part of the major civ group, which is why attacking your own civ is a bad idea (and why you cant target non berserk residents on purpose). Also the animals attached to the rogues also go rogue. Angry omnicidal, migrant killing warboars!
