The roman empire wasn't as good or as fond of guerrilla warfare as other contemporary groups, but they were far from being bad at it, and they adopted the strategy when it suited them.

In particular, during the Second Punic War, they adopted guerrilla warfare quite quickly (the so-called Fabian Strategy went along those lines). It's not like they had a choice: Hannibal proved himself capable of destroying any armies they threw at him in a direct confrontation, time and time again.

Of course, Fabius was totally disgraced for doing it.

I think it might be something more like they run out of fuel and food before they manage to defeat any threat the Romans pose.
Why would the Romans have food providation if the Moderns don't?
