stockpiles disappearing!

I have seen this with both new versions. stockpiles just disappear, it seems much more common (or maybe limited only to) outside.  Some roads get unbuilt, too. O.o What is going on here?

AHA! Water even 1 deep freezing and rethawing causes this.
