Humans ruling Goblins?

I found a human in a goblin fortress, and apparently he was also the ruler.

I've also found elves in human towns.
I think it has to do with the new immigration system, creatures from any race may end up joining a civ. This probably has some rules. For example do you see any elves in goblin forts? Kobolds in dwarven forts? None that are welcome. Soon we shall see multiracial empires. We may even control a multiracial outpost.

I actually ran across a pack of approx. two dozen elves (40% or so were children) wandering through the wilderness today.  I saw a little gray '=' on the Travel map that moved every day or so, so I went to check it out and there they were.  Pretty cool.
