first, this is a wierd bug and i cant recreate it.  ignore if necessary.

generated a new world, and went to site a fortress.  saw some awsome potential locations, so i took screenshots and aborted the game (escape - abort game) and exited the program (cleanly).  i backed up the virginal world, and then restarted.

when trying to site a new fortress this time, i notice the omegas that represent dwarfholds / fortresses are BLUE.  they were definitly white the last time.  so i abort-game again, and restart a new fortress game, this time without exiting the program.

they now display white, as normal.

wierd.

That means they are the same civ as your group.  If they are white, they are a different civ.
