New zone designation "Staging area" with it's own option dialog (like hospitals and pastures) to set a priority level.
When a caravan enters a map, if it can't path to the depot it will instead path to the highest priority staging point it can and wait there. Continue this until it reaches the trade depot. When leaving a map, do the same except in reverse (path to the lowest point staging area it can until it can go to the edge of the map).
A staging point at the edge of the map will become a priority entry/exit point for that edge of the map (and only that edge, so players still have to plan for all the caravans coming from possibly different directions).

With this, gate and drawbridge style fortress entrances would work exactly as they do in real life. Groups wishing to enter would go linger at the entrance to the fortress instead of waiting a mile away for you to open your gate. And you could actually build roads to the edge of the map that caravans would use to enter.
