Ruh roh!  It seems Toady forgot to add "construct wooden blocks" to the Manager menu.  I can make them at the workshop but I can't queue up work orders at the managerial level.

He he, yeah.  Once buildings get out into the raws it should be able to construct the manager menu itself, but right now I have to do it myself, which is prone to all kinds of errors.
