Can't do proper stairs for ice

I'm in an ice level and I was able to dig stairs properly (downward 1st level-> up/down stair 2nd level), but when I tried to dig stairs for the second floor down to the third floor using the downward stair digging, I was left with the third floor completely dug out instead of just seeing the third floor.  This stopped me from being able to dig stairs using the typical method of looking down the next floor and building down/up stairs.  I think I was able to bypass this typical stair digging method by building the stairs instead of digging them.

If this is already in the bug list, sorry, and thanks for the great game!  :)

From my experience, building stairs in ice works (for the up-stairs portion on the lower level) about one time in four.

Dwarves using these stairs...sometime, sometimes no.  On the glacier map I did, they used them just fine, when I dug into a frozen brook (that does melt) they refused to use the stairs.

Even if you play a freezing map the ice can be iffy.

Some parts of the season the ice will stay solid, but if you shape/mine it it immediatly melts. Other times lakes and such will melt, but ice walls will stay frozen.

Bug 393 maybe?  I don't quite understand the setup (is it the last part of the glacier?), but there are problems down there.
